Buying Agricultural Land vs Residential Plot: Loan Eligibility Differs

A plot of land is not just a plot of land in the eyes of a bank. Whether it is classed as agricultural or residential decides which loan product applies, who is allowed to buy it, and whether a plot loan is available at all. Checking this before you pay a token amount can save you from a stalled purchase.

Residential plots: the simpler case

A residential plot in an approved layout, with clear title and the required local authority approvals, is what a plot loan is designed for. Banks lend a percentage of the plot value, and they usually expect you to build within a set period. Our guide to plot loan eligibility and loan-to-value explains the lending limits.

Agricultural land: a different product

Land classed as agricultural is generally financed under agricultural lending schemes aimed at farmers, not under a residential plot loan. Many banks will not fund the purchase of agricultural land by someone who is not a farmer, and the rules differ by bank and by state.

Who can buy agricultural land

Some states restrict the purchase of agricultural land to people who are agriculturists, or require permission for a non-agriculturist to buy. Check the state’s land revenue rules and the land records before agreeing a price. A bank will not lend where the purchase itself is legally doubtful.

Conversion and approvals

To build a home on agricultural land, the land typically has to be converted to non-agricultural use through the competent authority, which takes time and involves fees. A plot sold as “agricultural but convertible” is not a residential plot until conversion is done, and banks generally want the conversion and layout approvals in place before lending.

What to check before you commit

  • Land-use classification in the revenue record
  • Conversion order and layout or building approvals
  • Clear, marketable title with a legal opinion
  • Whether your state restricts who can buy the land
