Two separate questions decide a plot loan offer: are you eligible at all, and if so, how much of the plot’s value will the bank actually finance? They’re assessed in that order.

Eligibility checks first
Before loan-to-value even comes up, PSU banks confirm: CIBIL score of 700 or above, a minimum loan size of ₹30 lakh, and that the plot itself is residential, within an approved layout, and free of any title dispute. A plot that fails the title check doesn’t get financed regardless of your personal eligibility.
How loan-to-value is calculated
Loan-to-value (LTV) is the percentage of the plot’s assessed value that the bank is willing to lend. The bank’s own empanelled valuer assesses the plot — not the price you’ve agreed with the seller — and the loan is calculated against whichever figure is lower. This is why a plot bought at a premium (above the valuer’s assessment) often needs a larger cash down payment than expected.
Why plot LTV runs lower than home loan LTV
Vacant land carries more valuation uncertainty than a built structure with a fixed carpet area and construction cost, so PSU banks typically cap plot loan LTV a notch lower than they would for a ready home loan on similar-value property. This is standard, bank-wide practice — not something specific to any one lender.
What improves your effective eligibility
A stronger income relative to the loan amount, no other running EMIs, and a plot with clean, straightforward title documents (society-allotted or development-authority plots are usually the smoothest) all help the file move faster through verification. No, each bank sets its own LTV policy for plot loans within RBI’s overall guidelines, so the exact percentage can vary slightly by lender and by the plot’s assessed value.
Can I use the plot loan amount for anything other than buying the plot?
No, plot loan funds are disbursed for the plot purchase specifically — construction is financed separately through a home construction loan once you’re ready to build.
What if the seller’s asking price is higher than the bank’s valuation?
You would need to fund the difference yourself, since the loan amount is calculated on the lower of the sale price and the bank valuer’s assessment.
Do co-applicants improve plot loan eligibility?
Yes, adding a co-applicant with independent income can increase the loan amount you qualify for, the same way it does on a regular home loan.
