Many borrowers take a plot loan expecting to build on the land eventually. What they do not realise is that most PSU banks impose a construction timeline on plot loans — and that building on the plot later usually involves a fresh loan product. Here is how it works in practice.

The construction clause in a plot loan
Most PSU bank plot loans come with a condition that construction must begin within a specified period — commonly 2 to 5 years from disbursement, though the exact timeframe varies by bank and by your loan agreement. This clause is designed to prevent the loan from simply financing a land investment that sits idle.
If construction does not start within the agreed window, the bank may call the loan due for repayment or convert it to a different (and higher-rate) product. Always read your sanction letter for the specific timeline.
How to finance the construction
Once the plot is fully or substantially paid down, most borrowers take a separate home construction loan to fund building on the same plot. This is a fresh loan, assessed on your income and the approved building plan, and is disbursed in stages as construction progresses.
Some banks allow a "composite loan" — plot purchase plus construction — as a single product, with the construction portion disbursed in stages after the plot portion. This simplifies the paperwork but requires the building plan to be ready (or planned) at the time of the original application.
Can I convert my existing plot loan?
If your plot is already purchased and you want to start building, you can apply for a fresh construction loan against the same plot (now as collateral) at the same or a different PSU bank. The plot loan balance may need to be cleared first, or the new construction loan may refinance it — this depends on the bank's policy and your outstanding balance.
What the bank checks at construction stage
- Clear title to the plot (original purchase documents and your own title)
- Approved building plan from the local authority (municipality or development authority)
- Your current income and CIBIL score at the time of the new application
- A cost estimate from a registered engineer or architect

What if I do not construct within the bank's timeline?
The bank may charge a penal rate, recall the loan, or not extend new credit on the property. Check your sanction letter and talk to your branch well before any deadline.
Does my plot loan interest rate apply to construction as well?
Not usually. A construction loan is a separate product and priced on its own terms. The rate may be similar, but you would apply and get a fresh sanction letter.
Can agricultural land be used for a construction loan?
Generally no. Construction loans (and most plot loans) require land with approved residential land-use. Agricultural land needs conversion to residential use first.
