Plot Loan Documents Checklist for PSU Banks

Published 13 October 2026 · 5 min read · Clean EMI Editorial

A plot loan is assessed mainly on the land: who owns it, whether it is legally clear and whether it has the approvals the bank needs. Most delays come from missing or mismatched property papers, not from the borrower's income. This checklist sets out what PSU banks usually ask for, so you can gather it before you apply.

Part of the Plot Loan guide series.

Identity, address and income

  • Identity proof such as Aadhaar and PAN, and address proof
  • Income proof: salary slips and bank statements, or income tax returns and business records if self-employed
  • Passport-size photographs and the bank's application form

Title and ownership papers

  • Original sale deed and the chain of earlier title documents
  • Encumbrance certificate, which shows whether the land carries any registered charge
  • Mutation records and property tax receipts
  • Land-use papers confirming the plot is meant for residential use, where that applies

Approvals the bank may ask for

Banks usually want proof that the plot is approved for building. This can include a layout approval from the local development authority, and in some areas a no-objection certificate. Plots without clear approvals may be harder to finance or may be financed only under limited terms, so check this before you buy.

Valuation and legal verification

The bank appoints a valuer to assess the plot and a legal officer or panel advocate to check the title. You may be asked to provide access to the plot for inspection. Keep the seller's cooperation in mind, because title issues that the seller can fix are often the biggest source of delay.

How to avoid delays

  1. Check that names and addresses match across your identity documents and the property papers.
  2. Ask the seller for the complete title chain before you pay any advance.
  3. Confirm the approvals with the local authority, not only with the seller.
  4. Start early, because verification of old papers can take weeks.

Frequently Asked Questions

Can I get a plot loan without an approved layout?

It depends on the bank and the plot. Many banks prefer approved layouts, and some may refuse or offer limited terms without them. Ask the bank before you commit.

Does the plot need to be in my name before I apply?

Usually the title should be clear and in the seller’s or your name according to the sale process. Confirm with the bank how it handles a plot that is still being transferred.

How long does document verification take?

It varies. Clean old titles can be verified quickly, while plots with a complex chain of ownership can take considerably longer.
